I would say the upgrade to DX10 would be worth while as there are no soley DX9 cards being sold today. While all video cards sold today can do DX9/10/11 10 would be the best bet as DX10 cards have been out for like 3 or 4 years (atleast) now and most people have upgraded.  HELL Even integrated graphics cards can do DX10 now.

I am just wondering. is anyone still running a video card that can only do DX9 anymore?

(i know this is off topic but other people were talking about stuff like this)
i am very hated on many forums even this one LOL

By the time this game is released DX11 hardware should be exceptionally cheap (which in some cases it already is), and we'll probably have DX12 as well.

That was pretty much my main reason for mentioning it. Backwards compatibility is great, but a year from now, I don't see many people waiting for the game to come out, running the model viewer on XP. By next year Windows 8 will be out, DX12... I just don't see much a point in supporting an eight year old OS just because people are still using it now.
